The Exchange's Records Officer develops and oversees the program, and serves as liaison to the Records Management Division of the Department of General Services, and to the State Archives ( Chapter 539, Acts of 2017 Code State Government Article, secs. Since October 1, 2017, the Maryland Health Benefit Exchange has had a program for the continual, economical and efficient management of its records. The Executive Director of the Maryland Health Benefit Exchange is appointed by the Board of Trustees with the Governor's approval. The Work Group will advise the Comptroller on the specific language to be used on the individual income tax return form. As part of the Program, the Comptroller of Maryland is to include on individual income tax return forms a checkoff to indicate whether an individual (or a member of the household covered by the individual income tax return form) is uninsured. The Work Group advises the Maryland Health Benefit Exchange on the implementation of the Maryland Easy Enrollment Health Insurance Program. In June 2019, the Maryland Easy Enrollment Health Insurance Program Advisory Work Group was authorized ( Chapter 424, Acts of 2019).
MARYLAND EASY ENROLLMENT HEALTH INSURANCE PROGRAM ADVISORY WORK GROUP With the approval of the Governor, the Board appoints the Executive Director (Code Insurance Article, secs. Six of the Board's members are appointed by the Governor to four-year terms, and three serve ex officio. The Maryland Health Benefit Exchange is governed by a nine-member Board of Trustees. Since November 8, 2014, the public also has been able to enroll through Maryland Health Connection, the website of the State-based health insurance marketplace. Employers with from one to fifty employees may purchase insurance plans directly from a carrier, a third-party administrator, or a broker, and, for those who are eligible, receive federal small business tax credits. Also, since April 1, 2014, small business owners have been able to enroll their employees in health insurance plans certified under the Small Business Options Program (SHOP). Opened to enroll individuals on October 1, 2013, Maryland Health Connection helps individuals purchase qualified health plans in the individual insurance market. To provide Marylanders with high quality, affordable private health plans at competitive prices, the Maryland Health Benefit Exchange administers the State-based health insurance marketplace called Maryland Health Connection.
